一 |     9월 9일부터 점심 유예 오후 3시까지…CCTV 단속 오전 9시~오후 9시로골목상권·전통시장 이용 편의 높여…주정차 금지구역은 기존대로 단속                   최동민 동대문구청장 프로필 사진. 동대문구청 제공서울 동대문구는 주민 불편을 줄이고 골목상권과 전통시장 이용 편의를 높이기 위해 불법주정차 고정형 폐쇄회로(CC)TV 단속 유예시간을 확대한다고 26일 밝혔다.구는 현재 오전 11시부터 오후 2시 30분까지 적용하는 점심시간 불법주정차 단속 유예시간을 오후 3시까지 30분 연장한다. 오전 7시부터 오후 10시까지였던 고정형 CCTV 단속 운영시간도 오전 9시부터 오후 9시까지로 3시간 단축한다. 변경된 단속 기준은 다음 달 9일부터 적용된다.이번 조치는 이른 아침부터 시작되는 주정차 단속에 따른 주민들의 과태료 부담과 단속 피로도를 낮추고 지역 상권 이용을 활성화하기 위해 마련됐다. 특히 맞벌이 가정 등이 자녀의 등·하교를 위해 잠시 주정차했다가 일반구역보다 높은 어린이보호구역 과태료를 부담하는 사례 등 주민 불편이 이어졌다고 구는 설명했다.구는 단속시간 조정으로 골목형상점가와 소규모 음식점, 전통시장 등의 이용 편의가 높아질 것으로 기대하고 있다. 차량 승·하차나 택배 배송 등 생업 과정에서 불가피하게 발생하는 주정차에 따른 부담도 줄어들 전망이다.다만 보행자 통행이나 교통 흐름을 방해하는 차량에 대한 단속은 계속한다. 보도와 횡단보도, 교차로 모퉁이, 안전지대, 버스정류소, 소화전, 소방차 통행로, 어린이보호구역 등 도로교통법상 주정차 금지구역 위반 차량도 단속 대상이다. 교통소통에 지장을 주는 장시간 불법주정차 차량에 대한 현장 단속도 이어간다.구는 지난 5월부터 현장 단속공무원이 불법주정차 단속에 앞서 방송으로 차량 이동을 유도하는 ‘불법주정차 단속 예고제’도 운영하고 있다.최동민 동대문구청장은 “불법주정차 단속은 과태료 부과가 목적이 아니라 보행자의 안전을 확보하고 원활한 교통환경을 조성하기 위한 것”이라며 “CCTV 단속시간 조정 등을 통해 주민들이 체감하는 불편은 줄이고 꼭 필요한 곳에서는 실효성 있는 단속이 이뤄지도록 하겠다”고 말했다.。    Colombo, Oct 19 (UNI) President Ranil Wickremesinghe is as corrupt as any other politician and he cannot save Sri Lanka from the present economic crisis, the leader of the country's largest leftist group said in remarks published on Wednesday.
Anura Kumara Dissanayake of the Janatha Vimukti Peramuna (JVP) also said that the mass protests in Sri Lanka failed to achieve its aim of capturing power although it forced President Gotabaya Rajapaksa to flee "for want of proper leadership and planning", The Island newspaper reported.
Dissanayake has said ‘Aragalaya’, as the mass protests against Sri Lanka's unprecedented economic mess was known, failed "for want of proper leadership and planning though it compelled Gotabaya Rajapaksa to give up executive powers".
He pointed out in a television interview that although the Rajapaksas’ power collapsed, "they were able to quickly regain, and consolidate political power, by installing UNP leader Ranil Wickremesinghe to complete the remainder of Gotabaya Rajapaksa’s term".
The JVP leader added that the incumbent Wickremesinghe administration was as corrupt as successive Rajapaksa administrations.
He felt that having forced Gotabaya Rajapaksa to flee Sri Lanka, the protest should have been diverted towards Parliament and force the government to dissolve it and call for a fresh election.
Because of this failure, the Rajapaksas succeeded in regaining political power, he added.
Commenting on former Army chief and MP Sarath Fonseka’s assertion that the ongoing anti-government struggle may lead to another armed rebellion, the JVP leader emphasized that his party wouldn’t go on that path again.
The JVP launched insurgencies in 1971 and 1987-89, leaving thousands dead.
Asked to explain the JVP's strategy, Dissanayake said they believed that the government should be relentlessly pressed until it called a general election.
“We’ll secure power through elections,” he said, warning the electorate not to be deceived by the Rajapaksas and Wickremesinghe again.
Dissanayake alleged that the the leader of the main opposition Samagi Jana Balavegaya (SJB), Sajith Premadasa, "was also part of the utterly corrupt political party system that ruined the country".
"(Premadasa) as well as a vast majority of those around him cannot absolve themselves of waste, corruption, mismanagement and irregularities though they now pretended to be paragons of virtue," he added.
